Lake Higgins is a 226-acre municipal reservoir. It is the smallest of the three City lakes, yet offers some of the best fishing in the area. Fishing is allowed from a boat or from the pier. Kayaking, stand-up paddling boarding (SUP), and canoeing are allowed on Lake Higgins. A launch ramp is open for launching private boats. Rowboats, kayaks, and canoes are available for rent.

Trout fishing is available from November through February. The Taylor Turner Hatchery Pond can accommodate up to 6,000 fish at a time. All fish caught must be kept and weighed. 

Kayak rentals are available from May 1 to October 31. Rentals are first come, first served. There is no time limit. No swimming is allowed.

Lake Higgins is also home to the North Carolina Rowing Center. Middle and High School teams are coed and compete throughout the Southeast. Home-school programs are offered for middle and high school students. Two adult programs include learning to row for beginners and a recreational program geared towards improving physical fitness. There are also opportunities for adults to compete.

Lake Higgins has an accessible boat launch, parking, restrooms, and a fishing pier.
